One of Perth’s fastest growing suburbs, Yanchep is poised to become the centre of a thriving urban corridor, stretching from Alkimos to Two Rocks.

To create greater opportunities for tourism, recreation, and economic growth in Yanchep the City is completing the Yanchep Lagoon Improvement Project, working closely with residents and stakeholders to guide the future development of the Yanchep Lagoon precinct to ensure outcomes meet community needs.

Thank you to the Yanchep community, business owners, stakeholders, state government, and knowledge holders, who have contributed to shaping the future of the Yanchep Lagoon precinct over recent years.

Following extensive engagement, the draft Yanchep Lagoon Foreshore Management Plan (FMP) is now available for public review and feedback (See Related documents section). This Plan builds on the shared vision established in the 2019 Masterplan and 2024 preliminary FMP, reflecting community aspirations, layered heritage, and local character, ensuring the precinct remains vibrant, accessible, and uniquely Yanchep.

We promised to return with an updated Plan and now we invite you to help us close the loop and ensure the final version aligns with what matters most to the community.

Feedback is open until Sunday, 8 February 2026. Let’s make sure the final Plan reflects your voice, your values, and your vision for Yanchep Lagoon.

Following the closure of the comment period, the final FMP (incorporating any changes in response to community feedback, implementation/delivery options, and cost implications) will be presented to Council for endorsement prior to submission to the Western Australian Planning Commission (WAPC) for approval in early 2026.

Background

Progressing the Yanchep Lagoon Foreshore

The Yanchep Lagoon Improvement Project aims to create greater opportunities for tourism, recreation, and economic growth in Yanchep, working closely with residents and stakeholders to guide the future development of the Yanchep Lagoon precinct to ensure outcomes meet community needs.

In 2019, Council adopted the Yanchep Lagoon Masterplan to capture the aspirations of the community and to articulate an indicative development concept for the Yanchep Lagoon precinct to be investigated. Following adoption of the Masterplan, the City of Wanneroo (City) undertook a series of feasibility assessments to inform planning, design and approvals, and outline indicative budget implications for future capital works.

Given the complexities of the Yanchep Lagoon precinct, it was agreed with the Department of Planning, Lands and Heritage (DPLH) that development planning for the Yanchep Lagoon by the City would be divided into two parts. A Preliminary Foreshore Management Plan, which would establish a concept that was capable of being both approved and delivered, before the detailed work of a full Foreshore Management Plan (FMP) was undertaken to guide future development and implementation.

In February 2025, Council accepted the Preliminary FMP and endorsed the City to progress with the preparation of a detailed FMP (refer CP01-02/25). The City subsequently called for tenders to prepare the FMP, and consultants UDLA were appointed in May 2025 to undertake this work.

The FMP responds to the requirements of the accepted actions of the PFMP and is being conducted in six stages as follows:

  • Stage One - Background Reports and Services Gap Analysis;
  • Stage Two - FMP Built Form Design Development Revisions & Engagement;
  • Stage Three - Detailed Design Yanchep Lagoon Services Upgrades;
  • Stage Four- Draft Foreshore Management Plan Report & Costings;
  • Stage Five - Detailed Flora & Fauna Studies; and
  • Stage Six- Final Report and Costings.

To ensure close coordination of works, the detailed design of service upgrades for the precinct have been incorporated into the scope of the FMP.

Stage 2 of the project (Built Form Design Development Revisions & Engagement) provides the opportunity for continued engagement with key stakeholders, both internal and external to the City, including but not limited to, community representatives, knowledge holders, and State Government agencies.

The final FMP, inclusive of an implementation plan, indicative costing, and staging plan for the delivery of the various outcomes, is subject to broad community and stakeholder engagement, ahead of being presented to Council for endorsement and final submission to the Western Australian Planning Commission (WAPC) and DPLH for approval.
