Proposal details

The City is starting detailed design of a four-lane dual carriageway from Marnion Avenue to Spinnaker Boulevard, Yanchep.

Subject to Ministerial Endorsement the design stage of the project is expected to receive 2/3 State Government grant funding, which has been listed in the draft 2025/26 Main Roads WA Road Improvement grants program.

The upgrade will cater for current and future traffic growth in Yanchep, helping to reduce congestion and improve road safety for the community.

Preliminary Concept design of the project has been completed to support the City’s grant funding application, and the plans can be viewed online (See Related documents section).

The City is consulting with residents and business owners of the intention to undertake the road duplication works and capture feedback before designs are finalised.

Subject to further funding submission to State Government for the construction stage of the project; project delivery is planned over 2 years commencing in the 2026/27 financial year.

The City will update nearby properties as works progress, including information and notification ahead of each stage of construction.

Background

As part of the 2025/26 Main Roads WA Road Improvement grants program, the City has applied for funding to upgrade Yanchep Beach Road to a four-lane dual carriageway between Marnion Avenue and Spinnaker Boulevard, Yanchep.

Final state funding approval is pending, and the proposed works schedule will be dependent on this.

The submission by the City to obtain funding indicated that four lanes are required to meet current and future demand, reduce congestion, and improve traffic flow. A preliminary concept design of the project has been completed and was included in the City’s grant funding application.

The project focuses on shorter journey times and tangible safety benefits by providing two lanes in each direction, a raised dividing central median, emergency vehicle accesses and upgrades at intersecting roads. It also incorporates a red asphalt shared path on the south and a concrete footpath on the north side of Yanchep Beach Road, extending the City’s Long-Term Cycle Network.

The City has long-term plans to duplicate Yanchep Beach Road further east in stages that will ultimately connect with the future Mitchell Freeway by State Government. However, this is subject to the City being successful in obtaining grant funding for future stages of duplication.
