City of Wanneroo Council approved the Southern Two Rocks Beach Access Foreshore Management Plan (STRBA FMP) at its Ordinary Council Meeting on 22 July 2025.

The City previously engaged with the Two Rocks community sharing information about the proposed location for the new beach access and car park (Refer to Webpage links).

The community was invited to provide feedback on the proposal, and nearby landowners received letters requesting their feedback.

The majority of residents supported the STRBA and their feedback contributed to the final design.

The STRBA FMP was prepared by Emerge and finalised in April 2025 to support the development application and to ensure compliance with State Planning Policy 2.6 Coastal Planning Policy (See Related Documents section).

The construction of STRBA will commence in July 2026 with anticipated completion by the first quarter of 2027.
