Proposal details

The City is starting detailed design of a four-lane dual carriageway between Golf Links Drive to Joondalup Drive.

The project is expected to receive two-thirds of its funding from the State Government grant funding listed in the 2025/26 Main Roads WA Roads WA Road Improvement Grants Program.

The upgrade will help manage current and future traffic, reduce congestion and improve flow for the community.

Project delivery is in the 2026/27 financial year.

The City will update nearby properties as works progress, including information and notification ahead of each stage of construction.

Background

As part of the 2025/26 Main Roads WA Road Improvement grants programme, the City has applied for funding to upgrade Pinjar Road to a four-lane dual carriageway between Joondalup Drive to Golf Links Drive in Banksia Grove. Final state funding approval is pending and the proposed works schedule will be dependent on this.

The submission by the City to obtain funding indicated that four lanes are required to meet current and future demand, reduce congestion, and improve traffic flow. A preliminary concept design of the project has been completed and was included in the City’s grant application.

The project focuses on shorter journey times and tangible safety benefits by providing two lanes in each direction, a raised dividing central median, emergency vehicle accesses and upgrades at intersecting roads. It also incorporates a red asphalt shared path on the east and a concrete footpath on the west side of Pinjar Road, extending the City’s Long-Term Cycle Network.

The City has long-term plans to duplicate Pinjar Road further north in stages that will ultimately connect with Flynn Drive. However this is subject to the City being successful in obtaining grant funding for future stages of duplication.
