Project proposal

At its meeting on 23 September 2025, Council considered petition PT05-06/25 requesting the night-time closure and increased security of the pedestrian boardwalk and jetty in the southwest corner of Mindarie Marina.

Council resolved to:

  1. Advertise the proposed timed closure of the pedestrian accessway for public comment in accordance with WA Department of Planning, Lands and Heritage requirements.
  2. Seek a further report at the March 2026 Council Meeting advising the outcomes of consultation to determine whether the timed closure should be supported.

What is proposed?
The City is considering closing the boardwalk and jetty in the southwest corner of Mindarie Marina (see attached map) at night to improve safety and security.

Proposed closure times:

  • Summer: 10pm to 5am
  • Winter: 8pm to 5am

After hours, only residents on Southampton Lane will have access to their private boat moorings through existing security gates.

These changes may affect residents living on:

  • Alexandria View
  • Briston Lane
  • Medway Lane
  • Portrush Way
  • Shoreham Turn
  • Salford Promenade
  • Stockton Lane
  • Tacoma Lane

Public pathways will remain open via Alexandria View and Shoreham Turn, through access ways off Shoreham Turn and Salford Promenade.

Feedback invited

The City will be consulting with the community between Monday 19 January 2026 to Friday 6 February 2026.

Once the consultation period closes, the City will review all feedback and present a report to Council. If supported, the proposal will be referred to the WA Planning Commission for final determination.

If the closure is approved, the City will notify all residents consulted and provide information on alternative pedestrian and active transport routes.

Background

At the Ordinary Council Meeting on 24 June 2025, Council received a Petition PT05 06/25 requesting the night-time closure and increased security of the Pedestrian Accessway, due to ongoing incidences of anti-social behaviour, signed by 20 residents from Southampton Lane and Bristol Lane Mindarie.

Council considered a report on the Petition at its meeting on 23 September 2025.

Refer to (Attachment 1) for a locality map showing the location of the Public or Pedestrian Accessway boardwalk jetty in Lot 498 #126P Southampton Lane located in the southwest corner of Mindarie Marina Mindarie.

Lot 126P Southampton Lane is approximately 200 metres long and 3.0m wide and is a dedicated Pedestrian Accessway (PAW).

While PAWs provide important walking and cycling connectivity to key destinations and activity centres within the community, this one provides access over the Marina. It is used by many visitors to the Marina

The ongoing management and maintenance of the PAW remains the responsibility of the City.

The City’s Rangers have advised that they have attended the site in response to three CRM’s regarding anti-social behaviour since 2022, with patrols carried out over a 4-week period, during which time no anti-social activity was observed.
