The City of Wanneroo has initiated the revision of Local Planning Policy 5.3 – East Wanneroo which has added provisions to guide the creation of Local Developer Contribution Plans (LDCP’s) within the Future East Wanneroo Precincts.

The below list are key criteria and types of supported infrastructure to be considered in the preparation of a LDCP.

Key Criteria to be used in LDCP’s:

  • Not be required in a precinct when all freehold landowners within that precinct enter into an accepted voluntary agreement, approved by the City.
  • Cover the whole of the respective precinct, excluding land that is zoned as regional MRS reserve for; Parks and Recreation, or Public Purpose (the City will not accept a LDCP for part of a precinct).
  • Exclude all infrastructure items within the overarching East Wanneroo District Developer Contribution Plan.
  • Be calculated on a per hectare basis.
  • Produce a report that conforms to the criteria in SPP3.6 - Schedule

In addition to the above, the revised Policy 5.3 provides guidance on the types of Infrastructure (e.g. 10% Public Open Space) that may be supported by the City in a proposed LDCP, subject to the approval of Council.
